Why this reference band?

We set the ceiling at half of all enterprises with ten or more employees, the point at which using AI has become ordinary business practice rather than early adoption. The EU has no target for AI use on its own. Its Digital Decade target of 75% covers cloud, big data and AI together, so we do not use it as a ceiling for AI; we apply it only to cloud use (DA-01.0).
