Why Cyprus AI Monitor exists

Cyprus AI Monitor is an independent initiative. Its aim is to give an accurate picture of artificial intelligence in Cyprus as it stands today, using figures that anyone can check against the source they come from.

The purpose

Public discussion of AI in Cyprus often relies on announcements, plans and estimates. They have their uses, but they rarely say what was measured, by whom and for which period. Cyprus AI Monitor collects the figures that can be verified and shows each one with its source, its quality tier and the date it was last reviewed. Where no reliable figure exists, we say so instead of filling the gap with an estimate.

How it relates to the national AI strategy

Cyprus AI Monitor is not a government publication and is not part of the national AI strategy. A national strategy is a policy document: it sets objectives and describes the actions the government intends to take to reach them. The monitor reports the current position, as shown by published evidence. It can be used to follow progress against a strategy, but it does not assess the strategy itself.

Two strategy documents are relevant. We last checked the status of both on 14 Sept 2026.

Prepared by the National AI Taskforce, which the Council of Ministers set up by decision 97.538 of 22 January 2025. The draft sets out a vision for 2032 and eight national strategic objectives. It was open for public comment on the government’s e-consultation platform from 20 July to 31 August 2026. When we checked, the consultation page listed it as under review, and it had not been adopted.

The age of the strategy in force is one of the published metrics: Age of the national AI strategy PO-01.0. The count restarts in the year a strategy is adopted, so the draft does not change it.

Where the monitor is heading

Planned, not yet in place

This section describes where the work is heading, not what the site does today. The aim is for more of the picture to come directly from the systems where the evidence is recorded, and for every score to come from a procedure that anyone can check.

Today, 8 of the 14 metrics update automatically from their publisher, and the rest are compiled by hand from documents. None of the steps below is in place yet. Each will be described on the method page before it changes a published figure.

  • Data read from its sourceConnections to the systems that hold the evidence, such as government databases and public registers, so that a figure is read automatically from where it is recorded rather than copied from a report. Each connection would log what it read and when, so the figure can still be checked against its origin.
  • Measures of what AI changes in practiceMost published figures describe capacity, such as skills, infrastructure and adoption. Operational data would make it possible to measure results as well: for example, how long a public service takes to handle a request before and after it starts using AI. Each such measure would state how the comparison was made, so that a change is not credited to AI when something else explains it.
  • Why one number is not enoughA country can look strong on one measure and weak on another. Many businesses may use AI while the economy gains little from it, and a ranking on either measure alone would miss that. We intend to show the measures side by side and ask a simple question of each country: does another country do better on all of them at once? If one does, that is where improvement is clearly possible. If none does, the country is among the best results so far, a group economists call the Pareto front, and doing better on one measure means deciding what matters more. The examples below show why this matters, and the figure after them shows the idea with invented values.
  • Scoring that adapts and can be reproducedThe scoring will change as sources and measures are added, but never silently. Each change will be published as a new version of the method, and each score will name the version that produced it, so an earlier score can be recalculated exactly. Scores will be calculated by a published procedure from published inputs. Each procedure will be checked against worked examples before it is used, and anyone who runs it on the same inputs will get the same result.
  • Reported experience, kept separateFeedback from people who use AI-assisted services may be added as a further objective. If it is, it will be collected by a stated method, labelled as reported experience and shown separately from measured figures. A voluntary survey will not be presented as a national rate.

Where one number misleads

The same problem appears wherever a single measure is asked to describe a whole situation. Each example pairs a number that looks good with another that shows what the first leaves out.

  • Income and how it is sharedGDP per person can rise while most of the gain goes to a small share of the population, leaving many households no better off. Economists therefore read income figures alongside a measure of how income is distributed.
  • Using AI and gaining from itA business counts as using AI if it runs a single AI tool, even one that changes little about how it works. In 1987 the economist Robert Solow remarked that computers could be seen everywhere except in the productivity statistics, and a high AI adoption rate can hide the same gap.
  • Faster, but not betterA public service that answers requests faster with AI has not improved if more of its decisions are wrong and have to be corrected on appeal. The time taken needs to be read with the rate of errors and complaints.
  • Graduates who stayThe number of people graduating in AI can rise every year while the number working in the country falls, if many of them leave for jobs abroad.
  • Computers that get usedA supercomputer counts as capacity from the day it is installed, but it adds little if local researchers and businesses cannot get time on it.
  • Growth and its costsComputing for AI uses electricity. On an island grid with no link to its neighbours, extra demand can raise prices and emissions, so a gain in capacity should be read with what it costs.

There is a further reason to use more than one number. Once a single number becomes a target, it can be raised in ways that do nothing for what it was meant to show, a pattern known as Goodhart’s law, after the economist Charles Goodhart. A set of measures read together is much harder to raise without real progress.

Country A uses AI the most but gains the least from it. Country B uses it the least but gains the most. A ranking on either measure alone would put one of them first and the other last.

The dark line joins the countries that no other country beats on both measures at once: A, C and B. Economists call this line the Pareto front. A country on the line can do better on one measure only by accepting less on the other, so which of them is doing better depends on what matters more. A country behind the line is in a different position, because another country shows that both measures can be higher at the same time. C does better than D and than Cyprus on both, and that is where improvement is clearly possible. As skills, data and investment grow, the best results move outward, shown by the lighter lines, and the aim for Cyprus is to reach the line. The real view would compare more than two measures, using published figures.

The purpose will not change: a picture of AI in Cyprus as close to reality as the evidence allows, showing what still needs to improve as well as what already has. Every step above depends on access to data that can be verified, which is why the contributions described below matter.

An open initiative

Cyprus AI Monitor is an independent initiative and welcomes contributors. The picture it gives is only as complete as the evidence behind it, and several parts are still missing. Accurate data that can be verified is the contribution that helps most.

What helps most

  • A primary source for a figure the site does not publish yet, such as an official dataset, a public register or a published survey.
  • A correction or a counter-example to a published figure. Please quote the metric ID and the review date shown beside the value.
  • Data held by a public body, a university, a company or an association that could be published under an open licence.
  • Knowledge of a sector, such as health, shipping or tourism, that helps decide what should be measured and how.

Before you send data

We publish a figure only if another person can check it against its source. Please say where the data comes from, who published it, which period it covers and how it was produced. We check every submission against its source before anything is added to the site. Figures published here are released under CC BY 4.0, so data you send should be shareable on those terms.

The method page lists the measures that cannot be published yet because no verifiable source has been found for them.
