Why this reference band?

We borrowed the 75% ceiling from an EU Digital Decade target for 2030: that 75% of EU enterprises take up cloud computing, big data or artificial intelligence. We apply it to cloud use because cloud is the part of that target with the longest measured series, and we do not use it as a ceiling for AI use (AD-01.0).
